Я думаю, весь фокус в успешном и своевременном исполнении - в правильной постановке и "дозировке" задачи. Еще Конфуций предлагал освоение любого дела "искусством маленьких шагов".

Когда в советское время поступил на свой завод, оформление командировки и последующий отчёт суммарно занимали максимум несколько часов. Сейчас, при капитализме, уровень бюрократии возрос настолько, что порой на все согласования трачу до недели чистого времени.

На нашем производстве в положительной динамике такое воплотилось в оперативной информации необходимой для сокращения простоев, а именно часто рабочие чертежи просто рвутся или еще, как то портятся. В каждом цехе в ПРБ есть компьютеры с базой данных всех заказов   и соответственно производимой продукции. Так  быстро восстановить рабочий чертеж можно просто с принтера в уменьшенном масштабе, но для работы достаточно.

Верно, если такое не пресекать, подчиненные это быстро просекут и будут постоянно искать возможность свалить на руководителя необходимость принятия решений по несущественным вопросам. И пока он решение не примет, будут давить сачка. Такие типы весьма часто встречаются.
